Experiencing the same issue on the iPhone 6s Plus.
Also happens on the 5, if anybody cares
6s plus. I hung on that screen for a while but it eventually gave me a welcome back gamecenter banner and then maybe 30 sec later I got in and it filled in my game center username asking me to create an acount. Tapped “already have an account?” and it put me on to the loggin screen

It’s just asking me if I want to make a new account, but I can’t log in
Found the issue. I needed to sign out of Game Center and then sign back in. My Game Center had been acting up for a while but didnt think anything of it.
The problem has been resolved. Thank you!
