Yes, there are going to be many balance changes coming with the update, and Eternal Heart will become “The first 3 times your General would take damage, it doesn’t.” That is, of course, the meaning, but the text will remain the same for clarity’s sake.

Yep.

It’s actually 45 in regular game modes, but for this mode it’s 10 seconds to speed up lightning-fast gameplay.
